hange is the word of the moment. We in the preservation industry are going through a series of far reaching changes in all areas of our operation. A few examples are, The Drug and Alcohol Act, which comes into effect from 1st July 2002, proposed higher medical standards for our safeworking staff and of course the establishment of the Victorian Heritage Railway Tourist Board. These changes will test our resolve to continue what was started some forty five years ago. I repeat what I have said previously, with no apologies, "we only have one enemy to overcome, which is our self-interest".

These legislative changes need to be accepted, as in most cases we have no room to move, as it is Government policy. We can make suggested alterations and the Government has indicated it is willing to listen, however this does not guarantee a result. Now some of our member groups may treat these changes with contempt, however I must remind you, "one bad grape sometimes does spoil the bunch". The ATR, as always, will be the voice of individual preservation groups into the future. When members operate their tourist attractions, we must remember we are dealing with people's lives and livelihoods. It no long is the case of say, "we will be right jack", we must make sure that all aspects of our operations are fully prepared for any eventuality and if we are not, then we should not be operating. The Law courts do not distinguish between a volunteer rail/tramway operation and private enterprise. The bar has been lifted by the Government as a result of a recent accident and we need to adapt for the future.
